Summary:
The law consists of 27 articles covering conclusion of contracts, retention of records, acknowledgement of receipt, responsibility of the network intermediaries, inspection authorities and penalties.

Act: Law No. 15/2004 on E-signature and Estblishment of Information Technology Industry Development Authority (ITIDA)
Status: Enacted on 7 April 2004

Summary:
The law consists of 30 Articles. It deals with establishing Information Technology Industry Development Authority, its goals, financial resources, budget, management, meetings, executive head, entities working in e-transaction fields, e-signature, e -writing, applicability of evidence and civil law, digital certificates, responsibilities of the authorities, penalties and other issues.

Act: Lebanese draft law on e-signature
Status: Not yet in force
Comments: The draft law has been prepared by ecomleb and available in Arabic only.
Summary:
The draft law consists of 30 articles. (4 chapters). It deals with evidence, electronic signature, digital certificates, the electronic commerce directorate, directorate affairs , control, obligation , acceptance of digital certificates, issuance, cancellation, obligation on part of the signatory, ceasing of operation, liability of digital certificate provider and finally penalties.

Summary:
The decision is an application of the Regulation for the Electronic Commerce Law number 28 of the year 2002. It deals with application for becoming a digital certificate provider, conditions for granting, requirements, certificate system, unrecognized certificate, duration of the certificate, accreditation of certificate obtained outside the Kingdom, renewal, accidents, declarations, data and privacy, keeping records, expiration of the activities, cancellation of the accreditation and the required fees for being accredited.


Country: United Arab Emirates (U.A.E)
Act: Electronic Signature in Criminal Proceeding
Status: In force since June 2001
Comments: The only law issued in the Arab world that deals with electronic signature in criminal proceedings and is available in Arabic only.
Summary:
The law is only applicable only in the Emirates of Dubai. It permits the signing of case documents using information technology tools . The attorney general is authorised to issue, in cooperation with the experts, necessary directives for selecting suitable equipment and software applications to ensure the security of sensitive documents.
